So, here's a question: Why didn't Glinda say all this about the Scarecrow's succession being illegitimate last time he visited her, instead of just telling him he'd be a wonderful ruler and offering him a lift back to the Emerald City?
(There's at least one adaptation where she says in the equivalent of this scene that she had only recently learned that Ozma was still alive, and that when Dorothy and her friends visited she believed Pastoria had no living heirs, so figured that the Scarecrow would do as well as anybody. But that doesn't appear to be the case here.)
I... guess at the time there didn't seem to be anyone else who wanted the position? But as soon as there's conflict over it her way of defusing is to return it to the prior rulers.
After all, she never tried to stop the Wizard from ruling. Maybe partly because everyone was content with it despite knowing he didn't belong to the line of succession.
Perhaps, but that brings another somewhat contradictory concept into play: No one ages in Oz, they just stay the same age. Of course, if we really think about that concept, we begin to wonder the current young people and adults got to their current ages, since, if no one ages, they ought to all remain babies.
